Does resizing down reduce quality?+
Resizing to a smaller size (downscaling) is safe and cannot lose quality compared to the smaller size - you're simply removing pixels that won't be displayed anyway. Upscaling (enlarging) can cause blurriness.
Can I enlarge an image without it going blurry?+
