Quick Answer

Most free PDF editors let you add text, highlight, fill forms, and add signatures, but cannot change existing body text. For annotations and form-filling, imageandpdf.com/pdf/edit-pdf works in any browser with no installation. To change the original text, convert the PDF to Word first, edit it, then export back to PDF. For fully offline editing, LibreOffice Draw opens PDFs as editable objects.

First: what kind of PDF editing do you actually need?

“Edit PDF” means very different things depending on the situation. Understanding the difference will save you time and prevent frustration:

  • Add text, highlights, or annotations, adding content on top of the PDF without changing the original. Works free with most tools. ✅
  • Fill in form fields, entering data into interactive PDF form fields (AcroForms). Works free with most tools. ✅
  • Sign a PDF, adding a signature image or typed name. Works free. ✅
  • Change existing text (inline editing), modifying the original body text in the PDF. Requires Acrobat Pro ($) or converting to Word first. ⚠️
  • Rearrange, delete, or add pages, organizing the PDF structure. Works free with most tools (Organize PDF, Merge, Split). ✅

The four methods below cover all the free use cases. If you need to change the actual original text in a body paragraph, skip to the PDF to Word guide , convert first, edit in Word, then export back to PDF.

Method 1: Browser tool, fastest, no install

The ImageAndPDF Edit PDF tool is the quickest option for adding text, annotations, shapes, and signatures, open it in any browser, upload, edit, download. No account, no software.

  1. Go to imageandpdf.com/pdf/edit-pdf
  2. Click Select PDF or drag your file in
  3. Use the toolbar to:
    • Add text boxes (click the text icon, click anywhere on the page)
    • Highlight existing text (select the highlight tool, drag over text)
    • Draw freehand (pen tool)
    • Add shapes and arrows
    • Insert a signature (draw, type, or upload)
    • Fill interactive form fields directly
  4. Click Download to save the edited PDF

What this can't do: Change the original body text. For that, convert to Word first.
Best for: Filling forms, signing contracts, adding comments and corrections.

Method 2: Google Drive, free with Google account

Google Drive allows you to annotate PDFs directly in the browser and, if you open the PDF in Google Docs, convert it to editable text.

For annotations only (no conversion):

  1. Upload the PDF to Google Drive
  2. Double-click to open the PDF preview
  3. Use the comment tool (speech bubble icon) to add comments to specific text
  4. Use the pen tool to draw freehand on the page
  5. Download the annotated PDF via the download icon

For editable text (Google Docs conversion):

  1. Right-click the PDF in Drive → Open with → Google Docs
  2. Google Docs converts the PDF to a text document with OCR
  3. Edit the text directly in Google Docs
  4. To save as PDF: File → Download → PDF Document (.pdf)

Best for: Google Workspace users who want to edit text content; free for all Google account holders.

Method 3: Adobe Acrobat free tier (Reader + online tools)

Adobe offers a free account tier at acrobat.adobe.com that includes a limited set of online PDF editing tools, including basic text editing, form filling, signing, and annotation.

  1. Go to acrobat.adobe.com and create a free Adobe account (or sign in)
  2. Upload your PDF using the “Select a file” button
  3. Choose the action from the toolbar:
    • Edit text & images, inline editing of existing PDF text (limited in free tier)
    • Add comments, highlights, sticky notes, markup
    • Fill & sign, interactive forms and signature
  4. Click Download to save

Limitation: The free tier limits conversions to a set number per month and some advanced editing features are locked behind Acrobat Pro (paid). For basic annotation and form-filling tasks, the free tier is sufficient.
Best for: Users who occasionally need to edit original PDF text without converting to Word.

Method 4: LibreOffice Draw, free desktop, offline

LibreOffice Draw can open a PDF and let you edit individual text elements, images, and objects directly, entirely offline, with no data leaving your computer.

  1. Download and install LibreOffice from libreoffice.org (free, open-source)
  2. Right-click your PDF file → Open with → LibreOffice Draw
  3. Each page appears as an editable drawing, click on text to select and edit it
  4. Double-click a text element to enter text editing mode and change the content
  5. Go to File → Export as PDF to save the modified file

Limitation: Text editing in Draw is object-by-object, not a true word-processor experience. Complex layouts may shift. Font substitution can occur if the original font is not installed.
Best for: Privacy-conscious users who need offline editing; simple text corrections on clean PDFs.

Common mistakes, and how to avoid them

1

Confusing "annotate" with "edit text"

Most free tools, including ours, add content on top of a PDF, not inside it. If you need to change existing body text, you have two options: convert to Word and back, or use LibreOffice Draw (which opens each text block as an editable object).

2

Trying to edit a password-protected or locked PDF

Some PDFs have editing restrictions applied by the creator. If the editing toolbar is greyed out in Acrobat, the PDF is permission-locked. Unlock the PDF first, then edit. Note: you need the owner password to unlock it.

3

Editing a scanned PDF as if it has real text

Scanned PDFs are images of pages, there is no text to select or edit directly. You will see your cursor pass through the page without selecting anything. Run it through OCR PDF first to extract real text, then annotate or edit.

Which method should you use?

  • Fill a form, add signature, or annotate: Method 1 (browser tool), fastest, no install
  • Edit the actual text content: Convert to Word first → edit → export back to PDF
  • Google Workspace user: Method 2 (Google Drive)
  • Occasional text edits, no conversion needed: Method 3 (Adobe free tier)
  • Fully offline, privacy-first: Method 4 (LibreOffice Draw)

Frequently asked questions

Can I edit text in a PDF for free?

It depends on what you mean by “edit.” You can add new text boxes on top of existing content using the Edit PDF tool, Google Drive, or Adobe Acrobat free tier. Changing the original embedded text directly (inline editing) requires converting the PDF to Word first, editing in Word, then saving back to PDF.

What is the difference between annotating and editing a PDF?

Annotating adds comments, highlights, and notes without changing the underlying content. Editing means changing the actual text and layout of the document. True text editing of PDF content requires specialized software or conversion to Word first. Most free PDF “editors” are annotation tools that add a layer on top of the original.

Can I edit a PDF on my iPhone or Android for free?

Yes. Open the Edit PDF tool in Safari (iPhone) or Chrome (Android). The browser-based editor works on mobile, tap to add text, annotations, and signatures. No app download needed.

Can I fill in a PDF form for free?

Yes. PDF forms with interactive fields (AcroForms) can be filled using the Edit PDF tool, Adobe Acrobat Reader (free), or Google Drive. For non-interactive PDFs that look like forms but have no actual fields, use the text box tool to place text over the form fields.

Why can't I edit text directly in most free PDF editors?

PDFs store text as fixed-position objects, not as a flowing text stream. Changing existing text requires the editor to reflow the surrounding content, adjust character spacing, and maintain exact visual positioning, capabilities that are technically complex and typically only available in paid software like Adobe Acrobat Pro. Free tools add text on top rather than modifying embedded text.
