Method 1: Browser tool (fastest, no download)

Type imageandpdf.com into the Safari address bar on your iPhone and tap the JPG to PDF tool from the tools page.

Tap the dashed upload box. Your iPhone will ask whether to use your Camera Roll or Files app, choose whichever has the photos you need.

Open the Files app
Find the Files app (blue folder icon) on your Home Screen or in the App Library.

Navigate to the photo
Go to On My iPhone or iCloud Drive and navigate to the folder containing your photo. If the photo is in your Camera Roll, save it to Files first via the Share sheet.

Long-press the photo file
Press and hold the photo file until the context menu appears.

Tap Quick Actions → Create PDF
In the context menu, tap Quick Actions, then tap Create PDF. A new PDF file appears in the same folder, named after the original photo.
Limitation: The Files app method only works on one photo at a time and doesn't let you combine multiple photos into one PDF. For multi-photo PDFs, use Method 1 or Method 3.
Method 3: iPhone Print menu (combine multiple photos)
Every iPhone can "print" to a PDF using a hidden pinch gesture in the Print Preview. This works for multiple photos at once and creates a PDF that saves to Files.

Open the Photos app, tap Select in the top right, and tap each photo you want to include.

Tap the Share button (box with arrow), then scroll down and tap Print.

Pinch outward on the print preview
On the print preview screen, use two fingers to pinch outward (zoom in gesture) on the page thumbnail. This opens the PDF in a full-screen view.

Tap Share and save to Files
Tap the Share button in the top right corner of the PDF view. Tap Save to Files and choose a location. Your multi-page PDF is saved.
Tip: The "pinch outward" step is not obvious, it's a hidden iOS feature. If the pinch doesn't work, make sure you're pinching on the thumbnail preview of the page, not the surrounding interface.
Method 4: Shortcuts app automation
If you convert photos to PDF regularly, the iPhone Shortcuts app can automate the process with one tap from the Share sheet.

Open Shortcuts (the colorful diamond icon). Tap the + button to create a new shortcut.

Tap Add Action, search for "Make PDF", and tap it. This action converts any images passed to it into a PDF.
